Judicial interpretation ang umano’y layunin ng pagdulog sa Korte Suprema ng kampo nila Senator Allan Peter Cayetano.
Ayon sa senador, nais nitong mabigyan ng permanenteng gabay ang mga mambabatas pagdating sa pagpapakahulugan sa mga nakasaad sa batas at sa regulasyon na nararapat ipatupad sa kanilang institusyon.
