From the Duterte camp's perspective, the paperwork is airtight. Their defense relies on the following points:- Official Reports Exist: The DPWH Davao City District Engineering Office (DCDEO) has official project books showing that approximately ₱49.8 billion worth of total infrastructure (including roads, bypasses, and the ₱4.4 billion in flood control) was implemented, validated, and recorded between 2020 and 2022.
- Turned Over and Used: Paolo Duterte explicitly stated that these projects were fully inspected and turned over. He challenged critics to look at the physical structures, stating, "Every single flood-control project along the Davao and Matina Rivers was implemented, inspected, and validated by the DPWH and COA."
- The "Paper Clear" Defense: Because local DPWH engineers signed off on the completions and the state audit did not immediately block the funds years ago, the Dutertes argue the compliance phase is legally finished.
Why the Controversy Is Escalating Anyway
Despite the existence of those DPWH reports, the Office of the Ombudsman and political opponents are challenging the accuracy of those very documents. The ongoing conflict highlights two distinct realities:Act Teachers’ party-list Rep. Antonio Tinio goes to the Office of the Ombudsman on Tuesday, May 19, 2026 to submit his letter urging Ombudsman Jesus Crispin Remulla to investigate flood control projects in Davao City’s first district.
In his letter, Tinio said the P4.44 billion worth of projects, done from 2019 to 2022, was allegedly found to have red flags.
Ten contracts worth P713 million remained incomplete years past their expiry dates, including three which he alleged are “paradoxically” tagged “100% complete” yet still “on-going,” while one project is only 64% complete after five years.

Ombudsman is supposed to be a non-political man as an ombudsman, but it is clear and concise what he is doing.
It doesn't matter kung part or hindi part ng Davao City ang Davao Occidental at kahit si Franklin Bautista ang governor doon. Ang issue is term pa rin ni Duterte nag start ang flood control project at last year lang nalaman na ghost project ito. Akala ata ng kapwa mo DDS na walang corruption sa Davao at never na-involve ang mga Duterte.part ba ng davao city ang davao occidental
