para saan to? hindi naman nabanggit specifically anong magagawa ng batas na to prioritize proper nutrition for children 0-5 years old. ano ba to? feeding program? papagawa ng daycare centers sa mga lugar na wala pa? pagpapagawa ng playground? sa local govt. ang implementation which is ganyan naman talaga at existing na to before magkaroon ng batas na early childhood system law. so what's new does it do?

If this law does not require the national government to actively create facilities and relies only on the local government, its effectiveness may be considered limited. More direct action from the national level could be more effective in addressing needs. so basically it's a useless law if the law is just to encourage and not require.

Top-down vs bottom-up approach of doing things.
Hindi lang kakulangan sa mga pasilidad ang susubukan na ayusin ng batas (RA 12199).
At sana nga ay masapul ng batas (RA 12199) ang lahat ng mga layunin nito at bigyan lunas ang mga suliranin na humahadlang sa education system ng PH na para sa progreso ng mga bata.
