mahirap yan, i think mga telco's lang usually nakakagawa niyan and not an individual since need ng access sa mga cell sites using triangulation wherein tinatrack nila kung gano kalayo yung phone from cellsites to pinpoint location.

The best thing you can do as an individual is to request to block the IMEI via NTC, the phone will lose signal kahit anong sim pa ang ikabit, but of course if via wifi, its still usuable.
