may problema po ba ang data connection sa north luzon? ayaw po kasi mag h+ mula pa kahapon. globe lang po ang nagagamit ngayon.

Do you have data connection or icon signal on smart / TNT if that is the case then sim is already blocked, try to put your sim to other phone. If still no icon signal suspect your sim being blocked by telco.
If this is not the case like you don't only have h+ signal try to refresh your phone.
