Ito po ang step by step, very detailed process ng ating national budget cycle.
There are FOUR PHASES:
1) Preparation
2) Legislation
3) Execution
4) Accountability
Let's focus sa LEGISLATION phase, under it are the following:
1) House Deliberations
2) Senate Deliberations
3) Bicameral Deliberations (BICAM)
4) Ratification and Enrollment
5) Enactment
So the VERY issue exposed by Cong. Isidro Ungab ay simula sa BICAM part. Ang BICAM Report na dapat naglalaman ng RECONCILED or HARMONIZED version ng pagkakaiba ng House at Senate (resolved differing provisions) AY HINDI KUMPLETO, may mga BLANKO. Yet, pirmado ang report ng mga BICAM members.
Bakit pirmado kung may BLANKO?
Now, the (supposedly) HARMONIZED BICAM Report ay ang basis ng next step which is the RATIFICATION/ENROLLMENT of the Bill. Ang BICAM Report ay ipipresent sa Plenary ng House at Senate para lahat ng members pagbobotohan ito, kung approved or hindi ba sila sa BICAM Report.
So paano NA RATIFY kung may BLANKO sa BICAM REPORT?
After the Ratification ng both House at Senate, the Enrolled Bill (again based sa BICAM REPORT) is the final General Appropriations Bill (GAB) na for signature ng Presidente.
Bago pirmahan ng Presidente pwede siya mag VETO or set conditions for implementation. In the case of the 2025 GAA, BBM vetoed the P26 Billion DPWH pet projects insertions (may P300 Billion insertions pang natira sa DPWH, not vetoed; AND the P168 Billion vetoed Unprogrammed Appropriations na wala namang effect sa budget ngayon dahil standy appropriations lang ito, wala pang pondo; And lastly the conditions sa lahat ng mga singit sa budget like AKAP etc.)
So the MAIN ISSUE really is and the questions that should be asked sa 2025 budget ay:
1) Bakit pumirma ang mga BICAM Members sa isang BICAM Report na may mga BLANKO?
2) Paano na RATIFY and then enrolled the bill ng House and Senate ang isang incomplete BICAM Report?
3) At what point in the process NA FILL or NALAGYAN ng amounts ang mga BLANKO na items sa BICAM Report? Was it after the BICAM mismo? Just before the Ratification? During the Ratification? After the Ratification? During the enrollment of the bill? After the Enrollment? Kasi sa GAA wala ng BLANKO.
4) Sino ang NAGLAGAY ng mga amounts na makikita sa GAA? Ang mga nauna ng pumirma sa BICAM Report, AWARE ba sila sa mga figures na ito? Agree kaya sila? Kasi after the fact na nalagay.
These are the questions na dapat bigyang kasagutan ng Congress at ng administrasyon.
The Filipino people deserve to know.
One thing is very glaring though. Mahirap ang budget process na walang TRANSPARENCY and ACCOUNTABILITY. Ang tamang proseso ay hindi sinusunod at nirerespeto. This is a dereliction of duty, a betrayal of public trust.
