Section 65. Functions of the Bureau of Fisheries and Aquatic Resources. - As a line bureau, the BFAR shall have the following functions:

1. establish a corps of specialists in collaboration with the Department of National Defense, Department of the Interior and Local Government, Department of Foreign Affairs for the efficient monitoring, control and surveillance of fishing activities within Philippine territorial waters and provide the necessary facilities, equipment and training therefor;

2. implement an inspection system for import and export of fishery/aquatic products and fish processing establishments, consistent with international standards to ensure product quality and safety;

3. coordinate with LGUs and other concerned agencies for the establishment of productivity enhancing and market development programs in fishing communities to enable women to engage in other fisheries/economic activities and contribute significantly to development efforts;

4. enforce all laws, formulate and enforce all rules and regulations governing the conservation and management of fishery resources, except in municipal waters, and to settle conflicts of resource use and allocation in consultation with the NFARMC, LGUs and local FARMCs;

5. develop value-added fishery-products for domestic consumption and export;lawphi1™

6. recommend measures for the protection/enhancement of the fishery industries;

7. assist the LGUs in developing their technical capability in the development, management, regulation, conservation, and protection of the fishery resources;

8. formulate rules and regulations for the conservation and management of straddling fish stocks and highly migratory fish stocks; and

9. perform such other related functions which shall promote the development, conservation, management, protection and utilization of fisheries and aquatic resources.

Ang mga tungkulin ng Bureau of Fisheries and Aquatic Resources (BFAR) ay ang sumusunod:

1. Pagtatatag ng isang corps ng mga specialist na makikipagtulungan sa Department of National Defense, Department of the Interior and Local Government, at Department of Foreign Affairs para sa epektibong monitoring, kontrol, at surveillance ng mga aktibidad sa pangingisda sa loob ng teritoryal na tubig ng Pilipinas at pagbibigay ng mga kinakailangang pasilidad, kagamitan, at pagsasanay para rito. Halimbawa: Pagsasanay ng mga specialist sa surveillance ng îllégâl fishing activities, pagbibigay ng kagamitan para sa monitoring ng karagatan.

2. Pagpapatupad ng isang sistema ng inspeksyon para sa import at export ng mga produktong pangisda/aquatic at mga establisyemento ng pagproseso ng isda, na naaayon sa internasyonal na pamantayan upang siguraduhin ang kalidad at kaligtasan ng produkto. Halimbawa: Pagsasailalim sa inspeksyon ng mga imported na isda para sa kaligtasan ng publiko.

Ang mga nabanggit na tungkulin ay ilan lamang sa mga mahahalagang gawain ng BFAR upang mapanatili at mapalawak ang industriya ng pangingisda at aquatic resources sa Pilipinas.
