Section 65. Functions of the Bureau of Fisheries and Aquatic Resources. - As a line bureau, the BFAR shall have the following functions:

1. prepare and implement a Comprehensive National Fisheries Industry Development Plan.

2. issue licenses for the operation of commercial fishing vessels;

3. issue identification cards free of charge to fishworkers engaged in commercial fishing;

4. monitor and review joint fishing agreements between Filipino citizens and foreigners who conduct fishing activities in international waters, and ensure that such agreements are not contrary to Philippine commitment under international treaties and convention on fishing in the high seas;

5. formulate and implement a Comprehensive Fishery Research and Development Program, such as, but not limited to, sea farming, sea ranching, tropical/ornamental fish and seaweed culture, aimed at increasing resource productivity, improving resource use efficiency, and ensuring the long-term sustainability of the country's fishery and aquatic resources;

6. establish and maintain a Comprehensive Fishery Information System;

7. provide extensive development support services in all aspects of fisheries production, processing and marketing;

8. provide advisory services and technical assistance on the improvement of quality of fish from the time it is caught (i.e. on board fishing vessel, at landing areas, fish markets, to the processing plants and to the distribution and marketing chain);

9. coordinate efforts relating to fishery production undertaken by the primary fishery producers, LGUs, FARMCs, fishery and organizations/cooperatives;

10. advise and coordinate with LGUs on the maintenance of proper sanitation and hygienic practices in fish markets and fish landing areas;

11. establish a corps of specialists in collaboration with the Department of National Defense, Department of the Interior and Local Government, Department of Foreign Affairs for the efficient monitoring, control and surveillance of fishing activities within Philippine territorial waters and provide the necessary facilities, equipment and training therefor;

12. implement an inspection system for import and export of fishery/aquatic products and fish processing establishments, consistent with international standards to ensure product quality and safety;

13. coordinate with LGUs and other concerned agencies for the establishment of productivity enhancing and market development programs in fishing communities to enable women to engage in other fisheries/economic activities and contribute significantly to development efforts;

14. enforce all laws, formulate and enforce all rules and regulations governing the conservation and management of fishery resources, except in municipal waters, and to settle conflicts of resource use and allocation in consultation with the NFARMC, LGUs and local FARMCs;

15. develop value-added fishery-products for domestic consumption and export;lawphi1™

16. recommend measures for the protection/enhancement of the fishery industries;

17. assist the LGUs in developing their technical capability in the development, management, regulation, conservation, and protection of the fishery resources;

18. formulate rules and regulations for the conservation and management of straddling fish stocks and highly migratory fish stocks; and

19. perform such other related functions which shall promote the development, conservation, management, protection and utilization of fisheries and aquatic resources.

Ang Bureau of Fisheries and Aquatic Resources (BFAR) ay may mga sumusunod na tungkulin:

1. Gumawa at ipatupad ng Komprehensibong Pambansang Plano sa Pagpapaunlad ng Industriya ng Pangingisda.
Halimbawa: Pagbuo ng programa para sa pagpapalago ng industriya ng pag-aalaga ng hipon.

2. Maglabas ng lisensya para sa operasyon ng mga komersyal na sasakyang pangisda.
Halimbawa: Pagbibigay ng lisensya sa isang kompanya para makapagpatakbo ng isang commercial fishing vessel.

3. Maglabas ng libreng identification cards sa mga manggagawang pangisda na sangkot sa komersyal na pangingisda.
Halimbawa: Pagbibigay ng ID cards sa mga mangingisda na nagtatrabaho sa isang komersyal na bangka.

4. Bantayan at suriin ang mga kasunduang pangisdaan sa pagitan ng mga Pilipino at dayuhan na nagsasagawa ng pangingisda sa internasyonal na karagatan, at siguruhing ang mga kasunduang ito ay hindi labag sa mga pangako ng Pilipinas sa ilalim ng internasyonal na tratado at kumperensya sa pangingisda sa malalim na karagatan.
Halimbawa: Pagsusuri sa kasunduan ng Pilipinas at ibang bansa sa pangingisda sa karagatan.

5. Magbuo at ipatupad ng Komprehensibong Programa sa Pananaliksik at Pagpapaunlad ng Pangingisda, tulad ng pagsasaka sa dagat, pag-aalaga ng isda, pagpapalaki ng mga pampalamig, at pagpapalaki ng mga halamang dagat, na layuning palakasin ang produksyon ng yaman, mapabuti ang paggamit ng likas-yaman, at tiyakin ang pangmatagalang pagtuturing sa mga yamang pangisdaan at sa karagatan ng bansa.
Halimbawa: Pagsasagawa ng pagsasaliksik sa tamang pag-aalaga ng mga isda sa dagat.

6. Magtatag at magpatupad ng Komprehensibong Sistema ng Impormasyon sa Pangingisda.
Halimbawa: Pagbuo ng database ng mga impormasyon tungkol sa pangingisda.

7. Magbigay ng suportang pangkaunlaran sa lahat ng aspeto ng produksyon, pagsasapalaran, at pangangalakal ng pangingisda.
Halimbawa: Pagtulong sa pagpapaunlad ng mga pabrika ng isda.

8. Magbigay ng payo at tulong na teknikal sa pagpapabuti ng kalidad ng isda mula sa pagkahuli nito hanggang sa pagdating sa merkado.
Halimbawa: Pagbibigay ng gabay sa wastong pagproseso ng isda.

9. Koordinasyon sa mga pagsisikap na may kinalaman sa produksyon ng pangingisda na isinasagawa ng mga pangunahing produktor ng pangingisda, LGUs, FARMCs, at mga samahan/kooperatiba sa pangingisda.
Halimbawa: Pagtulong sa mga mangingisda sa pagpapalago ng kanilang negosyo.

10. Payo at koordinasyon sa LGUs sa pagpapanatili ng tamang kalinisan at mga patakaran sa mga palengke at lugar ng paglalako ng isda.
Halimbawa: Pagsasagawa ng inspeksyon sa mga palengke para sa kaligtasan ng mga isda.

Ang mga sumusunod na tungkulin ng BFAR ay mahalaga upang mapangalagaan at mapalago ang industriya ng pangingisda at yamang pangisdaan ng bansa.
