well i dont know about free data but i know if you get a unlimited plan through tmobile you can use a vpn to bypass the throttle limit and if you are in the usa not sure about other countries you could look up your state lifeline if you have state benefits your could possibly get a free data plan but it requires a little bit qlink safelink access wireless ect
