PHINFRASTRACTURE PROJECTS ZEROED OUT IN 2024 GAA
Tingnan po ninyo ng mabuti mga big ticket infrastructure na ito na HINDI PINONDUHAN, TINGGALAN ng pondo, at NILIPAT ng Congress sa Unprogmammed Appropriations (UA). Sa Department of Transportation (DOTr) pa lang po ito. Hiwalay pa ang DPWH.
1) Metro Manila Subway Project
2) Northern South Commuter Railway System
3) New Bohol Airport
4) New Dumaguete Airport
5) Pag-asa Sheltered Port Project
6) Maritime Safety Capability Improvement Project
7) Davao Public Transport Modernization- OF COURSE, no BUDGET lalo na Duterte City
8) Cebu Bus Rapid Transit Project
So, these projects were transferred to Unprogmammed Appropriations. Paano at kailan ito pwede maponduhan?
May apat na paraan po ang nakalagay sa Special Provisions sa Unprogmammed Appropriations.
The amountsmay be used when any of the following exists.
(a) Excess revenue collections in any one of the identified non-tax revenue sources from its corresponding revenue collection target, as reflected in the BESF submitted by the President;
(b) New revenue collections or those arising from new tax or non-tax sources which are not part of, nor included in, the original revenue sources reflected in the BESF;
(c) Approved loans for foreign-assisted projects.
(d) Fund balance of the Government-Owned or -Controlled Corporations (GOCCs) from any reminder resulting from the review and reduction of thier reserve funds to reasonable levels taking into account the disbursement from prior years. The Department of Finance shall issue the guidelines to implement this provision within fifteen (15) days from effectivity of this Act.
Pansinin po ang LETTER D. Diyan pumapasok ang controversial PHILHEALTH excess fund. Kasi ang PHILHEALTH ay considered as GOCC. Ang LETTER D na yan ay FIRST TIME nilagay yan ng Congress. Walang ganyan dati sa mga nakaraang taon.
Nagpropose ulit ang DOTr for 2025. Kailangang bantayan natin ito na HINDI na naman mapupunta sa Unprogmammed Appropriations. Continue to SPEAK UP. DEMAND.
So, paano tayo NILOLOKO, GINAGAGO ng Kongreso?
1) Una tinanggalan ng pondo ang mga projects at MAS PRIORITIZED ang mga AYUDA, budget insertions na pet projects nila, significant increases of their own budget.
2) Dahil IMPORTANTE at MAHALAGA ang ang mga projects na ito, may posibilidad na pwedeng mangutang para maponduhan ang mga ito.
3) Or PWEDE KUHANIN ang pondo excess fund ng GOCCS like Philhealth.
