PHWHEN FPRRD VETOED THE 95.3 BILLION INSERTIONS OF THE 2019 NATIONAL BUDGET
Naalala niyo pa ba noong 2019 ay nagkaroon ng delay sa pagpasa ng budget kasi ang House and Senate nagkaroon ng clash about insertions?
“Eh hindi magkasundo ang Congress pati ang Senado eh, pati yung mga insertions diyan titingnan ko. Pagka tagilid talaga, I will not hesitate to veto the entire budget. Eh ‘di pasensya tayong lahat,” FPRRD said.
And true enough, he vetoed 95.3 billion insertions at sa VETO message niya, he had issued some VERY STRONG words to the lawmakers: “Consistent with the foregoing aspirations and in the faithful exercise of my office and due fidelity to my oath, I WILL NOT TOLERATE ATTEMPTS TO CIRCUMVENT THE CONSTITUTION OR ANY OTHER ACTION THAT WILL PREJUDICE THE FILIPINO PEOPLE WHOM I SERVE.”
“ALLOW ME TO TAKE THIS OPPORTUNITY TO EMPHASIZE THAT THE HARD EARNED MONEY OF OUR PEOPLE MUST BE USED TO IMPROVE THE CONDITION OF OUR COUNTRY AND THEIR OVERALL WELFARE. I HAVE SAID THIS BEFORE AND I WILL SAY IT AGAIN – I WILL NOT TOLERATE CORRUPTION IN MY ADMINISTRATION”.
“OUR POSITIONS SHOULD NEVER BE USED FOR PERSONAL GAIN; OTHERWISE, WE ARE NOT WORTHY OF THE OFFICES WE HOLD,” HE ADDED.
Sinabi noon ni Sec. Sal Panelo (as quoted from Philstar) that among the items rejected by the President were the P75-billion “insertions” by the House of Representatives. Senators had questioned the insertions. The DPWH projects whose appropriations were thumbed down by the President include the construction, repair and completion of school buildings, gymnasiums, multi-purpose buildings, health centers, covered courts, offices, roads, terminals and drainage canals in various provinces.
For the first time, walang public cermony sa pagpirma sa budget, kasi “busy daw” siya at maraming appointments. At wala raw itong kinalaman sa girian ng House at Senate over the alleged “insertions”.
Malamang ayaw lang ni FPRRD ang plastikan.

In the 2024 national budget, with a proud and big smile at may kasama pang palakpakan, BBM signed the P5.768 trillion budget, of which kasama ang UNPROGRAMMED FUNDS (di pa identified o alam saan kukunin ang pondo) na P731.45 billion, P449.54 billion more than sa hiningi ng executive originally na makikita sa National Expenditure Propram (NEP). In other words, ang mga “insertions” or “isiningit” na pondo during the Bicameral Conference Committee. Kasama dito mga infrastructure allocations via DPWH, mga ayudas. Naalala niyo nagreklamo si Senator Imee about the AKAP ng DSWD na 26.7 billion na kasama dito? At di raw sila aware ginamit and electronic signature nila? WEAK Senate talaga, nalusutan. At WEAK PRESIDENT talaga, pirma lang ng pirma.
