A RESOLUTION OF BOTH HOUSES OF CONGRESS PROPOSING AMENDMENTS TO SECTION 7, ARTICLE VI OF THE 1987 CONSTITUTION OF THE REPUBLIC OF THE PHILIPPINES, SEEKING TO EXTEND THE TERM OF OFFICE OF THE MEMBERS OF THE HOUSE OF REPRESENTATIVES
WHEREAS, as the fundamental law of the land, the 1987 Constitution of the Philippines establishes the structure, policies, roles and duties of the government, contains the Bill of Rights and sets out the State's obligations to promote and uphold social justice and human rights;
WHEREAS, under the Constitution, Members of the House of Representatives shall be elected for a term of three (3) years and serve for not more than three (3) consecutive terms, for a total of nine (9) years;
WHEREAS, the nine-year period is not enough for the Members to fully serve their constituents, and their proposed legislative agenda are, most of the time, left unenacted due to various priorities;
WHEREAS, by extending the term of office of Members of the House of Representatives, the Members will be given the opportunity to effect long-term planning, meaningful reforms and policy continuity while in office;
WHEREAS, the proposed amendment is to make the term of a Member a period of five (5) years and the Member may serve for two (2) consecutive terms, for a total period of ten (10) years: Now, therefore be it
RESOLVED BY CONGRESS, upon a vote of three-fourths (3/4) of all its Members, pursuant to Article XVII of the Constitution, to propose amendments to Section 7, Article VI of the 1987 Constitution of the Republic of the Philippines,
