Option 1:

1. Select 'Power Off' item from the recovery screen menu (if present) or press the powerbutton until the device turns off.
2. When your Chromebook powers down, press the power button to turn it back on again.

1. Press and hold Refresh and tap Power .
2. When your Chromebook starts up, release Refresh.

oh, you may want to try this instead:

SOLUTION WITHOUT A USB:
1.) Hold ESC and refresh keys and press power on, press ctrl + d repeatedly like 20 times and then hold it for 10 seconds,
2.) And then close the screen (don’t just press the power button).
3.) Wait 10 seconds and then open it back up and it should be up and running.
