I think your Cloudshell is misconfigured or something because I can't seem to reproduce this problem. If
chmod +x doesn't work try chmod 777cutenapanget

If the cloudflare is well protected and heavy then It's not exploitable. But It works on low configured or not heavily protected cloudflare.
