Have you tried to just leave it charged for a few minutes (10-15 or even longer)? Make sure that you use the original charging cable and charging brick and plug it to a wall outlet.

If it's battery is drained, it takes a little longer for the device to boot up so just be patient and wait---leave it plugged in for some time.
