Numbers 27:16-17 (KJV) Let the LORD, the God of the spirits of all flesh, set a man over the congregation,
Which may go out before them, and which may go in before them, and which may lead them out, and which may bring them in; that the congregation of the LORD be not as sheep which have no shepherd.

In the Old Testament, God appointed someone to go before His people and mediate between them and God. Someone to lead them so that they were not lost with no shepherd. In the New Testament, Jesus came to mediate between God and man. He is our shepherd and mediator. He makes it so we can stand before God.

Lord, You always provide for Your people. Before Jesus came, You appointed someone to lead Your people. Then later, You sent Your Son to be the great shepherd. Thank you for always providing a way for us. Thank you for caring for us. You are truly good and merciful. In Jesus' name. Amen.
 
The words are suitably employed here to introduce an entreaty that God would not leave the congregation without a guide and leader
