You don't need a whole project's source code to understand how to do this. You can't blame if folks smell some for of cheating or taking the easy way out.

To build such a system, you need to understand some fundamentals:

1. Gather the user requirements first. You don't need a programming background to do this. You just need people skills. Do interviews. Ask the barangay officials of their needs
2. Learn how to deploy a basic web page
3. Learn how to do a simple form submission
4. Learn how to do a simple crud page
5. Learn how to change styles with CSS
6. Learn how to use APIs to talk to a database
