No. It should be one of the following ways:
  • “How long have you been learning English?”
  • “How long has it been since you started learning English?”
  • “How long ago did you start learning English?”
  • “For how many years have you been learning English?”
  • “How long have you studied English?”
  • “When did you start [learning][studying] English?”
