Also it is talking about how empires collapse in general. Which in their time usually is catastrophic as wars. Technically, these are not prophesies. They are more like "political analysis".

This is why it is written in code. The Whore of Babylon is Rome. The beast with seven heads are the seven hills where Rome and her provinces were situated. The reason this was all written in code was because to write critically of Rome and her emperors was to court death.
