I passed the panel interview (probably???) which was conducted last week.
But here's part of the email. Can you explain what this means? Am I hired? or is it still part of the recruitment process?

Yeah, i'm pretty sure about it. You only just provide the necessary documents and pass it. The only question is kung kelan ka mag start, malamang may aasikasuhin pa sila about sa pag hire sayo. You can ask naman or email them, what i think is you'll have to wait or not.
