The hostage-taking was perpetrated by Feliciano Sulayao Jr, another Camp Crame inmate who was detained on the charge of being a sub-leader of the local terrorist group Abu Sayyaf.

Before taking De Lima hostage, Sulayao attempted to escape the detention center with Idang Susukan and Arnel Cabintoy. According to the police, the three stabbed a police officer in their attempted escape but another officer on duty was able to fire at them, hitting Cabintoy and Susukan. Sulayao then headed towards De Lima’s cell then took her hostage.
