Naka 3 months na globe fiber internet ko , pag di ko ba binayaran yun this month kusang mawawala net o meron pa ring net kahit di bayaran?

Fiber? Mapuputulan ka pero dahil may contract at lock-in period yan na 24 months (2 years), continuous pa rin billing mo kahit putol at di mo nagagamit ang connection.
Ganyan po ang mga ISP plan na may kontrata at lock-in period. Nakatali ka sa specific ISP na yun for a certain amount of time. In the case of Globe, 2 years. For me as a PLDT subscriber, 3 years naman lock-in period namin.
I hope binasa natin ang lahat ng laman ng kontrata at Terms & Conditions bago tayo pumirma sa kontratang yun.

Depende po. Kung sa mga nag-iikot-ikot na agents sa area ninyo, usually may mga "no cashout" promo sila so FREE ang pagpapakabit, meaning, wala kayong ilalabas na ni isang kusing pag kakabitan kayo. May installation fee (3600pesos), yes. Pero kung may "no cashout" promo, mahahati yang 3600pesos into 36 months, so may additional 100pesos na dagdag sa monthly bill mo.
As for the requirements, try niyo nlng pong magtanong sa pldt office sa area niyo.

1699 po kasi ata yung lowest-tier plan ng PLDT ngayon, 100mbps siya.

Not sure if available pa yung 1299 ikabit, I think pwede pero baka 20mbps lang yon.

4. Reselling / îllégâl / Prohibited Use. The Subscriber’s right to use the pertinent PLDT service is personal to the Subscriber. The Subscriber agrees not to resell or to make any commercial use of the Service, without the prior E×ρréšš written consent of PLDT. The PLDT Services shall not be utilized in bypassing or in activity/ies that tend to bypass the Public Subscriber Telephone Network (PSTN) of PLDT or be used in prohibited service like callback, dialback, unauthorized audio text, International and National Simple Resale 9ISR/NSR) and other similar services (the “Unauthorized Activities”) PLDT is entitled to a bypass compensation fee on account of any of the above Unauthorized Activities. The bypass compensation payable is reckoned, without any limitation, from the time the Unauthorized Activity accrued or was discovered by PLDT, whichever is earlier, until the actual cessation thereof. For this purpose, PLDT shall have the right to full access to the relevant books and all other records of the Subscriber in order to ascertain the volume of traffic and total amount of bypass compensation payable. In the absence of said record, PLDT shall have the sole discretion in the determination of the bypass compensation. In addition to the Unauthorized Activities referred to above, the Subscriber undertakes not to use the PLDT service for any activity that is contrary to morals and public policy or which violates any ordinance, law, decree, order, regulation or treaty (the “îllégâl Activities”).

The Subscriber agrees to indemnify and hold PLDT free and harmless from any liability, suit or damage arising from or connected with the Subscriber’s Unauthorized and/or îllégâl Activities. The Subscriber further authorizes PLDT to supply any and all information requested by any law enforcement or government agency/ies of other private entities, the latter within the limits provided by law, relative to the Subscriber’s subscription to the pertinent PLDT Service. In which case the Subscriber hereby irrevocably and unconditionally waives any and all its relevant remedies under the law, including but not limited to the right to claim damages.

Depende sa area. Area-dependent kasi talaga ang klase ng serbisyo ng mga ISP natin dito sa PH. May area na lagapak serbisyo ni PLDT, may area naman na maganda serbisyo ni Globe at Converge. And in like manner, may area naman na lagapak serbisyo ni Globe at Converge, at may area naman na maganda serbisyo ni PLDT.

Even nga 1 municipality, city, or barangay lang ang pagitan eh, meron at meron talagang area na maganda serbisyo ni Globe at Converge pero lagapak naman serbisyo ni PLDT. And in like manner, may area naman na lagapak serbisyo ni Globe at Converge, at may area naman na maganda serbisyo ni PLDT.

The best na gawin mo is magtanong-tanong ka sa mga kapitbahay mo since sila lang talaga ang makakapagsabi kung anong ISP sa tingin nila ang maganda, kasi sila mismo yung nasa area niyo. Then tally them up. Then decide which is which.
