To start with, this doesn't correlate to your assumptions so hold your "red herring" fallacy on your pocket.

Ordinary Filipinos has little to no care regarding "economy" as long as they are eating 2 to 3 times a day. Mga nasa mga squatters area they are more concern about "security" -- dito papasok yung tokhang/anti-drug ni pduts ang pangunahing dahilan nila kung bakit mas masaya sila despite the fact na sa kabilang banda ng barya may mga negative nang statistics about that(referring to your photo).

I'm no analysis but there's 'someone' who can explain those numbers to people, better search for cause and effect why this and that happened. Mahirap mag-explain o mahirap i-explain ang simpleng statistics kung ikaw mismo walang alam O
