Does anyone know what are these and what are they used for?
 
it's a cellular tower for a specific telecommunication network that gives their subscribers a source of signal for their call, text and data functions.
Is there any particular reason why they need to build it on top of their building while the building itself is located in the middle of the city where signals from all different telecommunications company are strong?

Cell base stations are only placed on towers above building heights where the mobile operator needs coverage. In these areas transmittance could be well over 1–2 km. (0.5 - 1 mile)

In urban areas the base stations are placed directly on building roof tops and not higher because the mobile operator does not want wide area coverage but needs capacity. In this case the antenna height is deliberately lower and so transmit range is lower with cell sites often separated by only 200–300 m.
