I fully agree. First, ECQ and the QPASS guidelines are the same preventive measures to control the spread, limiting no. of people travelling and closed contact as the threat is already in place. It's just a procedure to try and keep it in check - like holding our ground as much as we can.
Being vaccinated is an additional "personal" preventive measure if you need to move a lot or just need some type of protection. But it doesn't mean you're free to roam or be exempted from such special restrictions. Vaccine-induced immunity protects us from being infected by definition in various degrees. Though vaccine immunity is not entirely perfect, we are given a higher chance of having less complications if infected.
If the pandemic virus mutates, it weakens our immunity over time depending on the immunogen in which the vaccine was made against the variant. (That's the uncertainty for the vaccinated as the virus mutations are still on-going faster than approval of new vaccines. But the experts already know this. So, we'll need to have our next booster shots and be aware of vaccine developments as the threat continues. )
You can still be infected and become a carrier unknowingly if our antigens fail. We already know the Delta variant has the same features as its cousins, with low mortality rate, but highly contagious than previous. Even with the same death rate, the more people are infected, the greater the risk of increasing the no. of deaths on susceptible individuals. Though COVID-19 is just about 7th on the leading source of deaths ( the rest being "non-communicable diseases") here in the Philippines, it's the no.1 "communicable disease" right now. That is why we have these types of quarantine procedures. We don't like it, but we have to be one in the "cause" to protect ourselves and others while vaccinations continue. Positive effects of vaccination will take much much longer for us, especially if containment fails.
As comparison, Indonesia, with a population of around 277 million already had +73 million doses administered (as of Aug. 7) facing the Delta variant. They had already administered around 27 million doses when the surge began. It took them around 1.5 months to control it slowly while we (@+111 million population) have around +23 million doses administered (as of Aug. 5) and already seeing the surge. At a rate of around 21 vaccines administered/100 individuals (and growing) + some varying restrictions, we still need more time to improve, to see the effects and uncertain of what happens in the next weeks or months. Chill out and get used to this type of conditions.
With regards to this necessity of vaccination card during "ECQ" concerning who's allowed to go out or not, travel, enter a building or not, etc. , there is no distinction between vaccinated and non-vaccinated individuals during ECQ yet. Again, in ECQ, only APORs are allowed with or without QPASS (like workers who only need employment ID and a certificate of employment). QPASS is specifically for those buying essential goods for the household which they call consumer-APORs. It has no relation to VC at all. Since there is restriction for travel during ECQ, you have to wait till ECQ expires and downgrades (to GCQ/MGCQ). Now, the vaccination cards can be used by anyone (including non-APORs and senior citizens) for intrazonal movement /interzonal travel guidelines, the same additional conditions supplied a previously by the IATF. Lastly, a "no vaccine, no entry" policy is an establishment prerogative only. Our quarantine protocols are gradually changing over time bit by bit, so be aware of the revisions.
