Open regedit and go to HKEY_CURRENT_USER\Control Panel\Desktop and post here the screenshot of the values of the following:

Mukhang hindi mo na-apply properly yung registry fix kasi hindi nag-take effect/change yung values based sa screenshots mo.

Just double click the "Default Windows hover.reg" and click on "Run" to make the registry change.



Then restart/reboot your computer.

Nag-restart ka ng computer mo after that? Chineck mo na ba ulit sa regedit kung nagbago yung values pagka-reboot ng computer mo? Ito kasi dapat ang values ng dalawang yun:
