Make sure the iPhone is connected to the internet.
Try a "force restart" of the iPhone.
Try logging that Apple ID on another iDevice to check if the issue is with the Apple ID or not.
Try to "Reset Network Settings". Or connect to a different wi-fi connection. Or use cellular data.
