Try to run in compatibility mode (see image below) .

After changing the setting like shown above, open the resetter program with admin privileges (right click then choose "Run as administrator").

You may also want to consider temporarily disabling/turning off your PC/laptop anti-virus as an extra step BEFORE running the resetter program.
