install ffmpeg to your server . then run this command.

ffmpeg -i /path/video.mp4 -profile:v baseline -preset ultrafast -strict -2 -level 3.0 -start_number 0 -hls_time 10 -hls_list_size 0 -f hls /path/playlist.m3u8
