No LGU's can buy directly to any Vaccine Makers. Only the National Government can buy the vaccines. The LGU's need to have a Tripartite Agrrement from the LGU's, National Government and Vaccines Companies in order to procure the vaccines. So technically all the vaccines will come from the National Government dahil sila yung bibili kahit pera man yan nang LGUs. Kasi sila lang pwede bumili.
