yes, because when there is no force acting upon an object it will not move.

no, there can be a net force on an object even though the net torque is zero. Remember, net force changes the velocity of an object and net torque changes the rotational velocity of an object. For example pushing a cart across the room, there is a net force acting on the cart that's why it moves but the net torque is zero because it does not rotate.
