It depends what language you are using. For frontend projects that uses JavaScript mainly, VS Code is best because it's free and has a great selection of plugins

If your backend is JavaScript still, VS Code is still the best but if you're backend is Spring or Java, IntelliJ is best because of its speed. Unfortunately it's ρáíd IDE. I can't remember if they have community edition.

If you mean just a complete tool chain, I'd recommend you check JHipster.
