It seems like a hardware problem to me but please do try these troubleshooting steps that may help.
- Start by doing a hard reboot, remove the battery and unplug its AC adapter then press and hold the power button for 20 seconds then try booting it up and see if the screen will still blink or not.
- If the same problem will persist, connect an external monitor and see if the blinking will also happen on it. If the external monitor will display normally that means the problem lies with the built in display.
- If you can open the laptop and check the ribbon cable that connects the LCD to the motherboard please do so. Remove the ribbon cable on both ends then put it back in making sure it's seated properly.
- If the same problem will persist after doing this steps that means the display needs to be replaced.
- But if the blinking will still happen on the external display that means there's a problem with the GPU.
- Do a clean install of the graphics card driver if the blinking will also happen on the external display.
- Open Device Manager and uninstall the graphics card driver.
- Next, check Programs and Features as well then uninstall anything related to the graphics card.
- Once done, download and install the latest driver from the manufacturer of the GPU. (AMD or Nvidia).
- Reboot the laptop once the driver has been installed then observe if the same problem will happen or not.
