Settings > Storage > External storage did you check this location? there should be an option to move data and format ext sd back to portable storage

if you still remember the google account details registered on the phone, you can login to google's find my device on a different device then reset your main device using "find my device"

did you try factory resetting in recovery mode? you can try volume up + power button to enter recovery mode ensure that you remember your google account registered on the phone, because you'll need it after factory resetting
